The European Commission's Directorate-General for Regional and Urban Policy is seeking proposals to manage a call for projects dedicated to young people. DG REGIO aims to promote good governance of cohesion policy. Citizens’ participation is particularly important for a just green transition and the participation of young people could inject new insights into the decision-making process and inspire policy makers and public authorities in charge of managing the Just Transition Fund.

The total budget of this call for proposals, ‘promoting youth participation in just transition – EUTeens4Green’, is 1 million EUR.  The selected beneficiary will be in charge of organising and managing the call for projects dedicated to young people between the ages of 15 and 24 and resident in territories that are eligible for the Just Transition Fund.

The deadline for applications is 31 January 2022.

Background on the call

Two of the main pillars of the European Green Deal are the European Climate Pact and the Just Transition Mechanism (JTM). The first is the vehicle for raising awareness about climate change and supports broad social mobilisation towards climate and environmental action. The latter helps alleviate the social and economic costs arising from the transition in the territories most negatively impacted. The Just Transition Fund - the first pillar of the Just Transition Mechanism - eases the economic and social impacts of the green transition. The success of this initiative, and the green transition more broadly, will rely on the ownership and buy-in of the concerned territories and their citizens.

 

The proposal under this call will develop a viable and efficient scheme to provide financial support to “teens” (defined as young people between 15 and 24 years old who reside in one or more regions covered by Territorial Just Transition Plans) to make them direct actors of cohesion policy when it comes to contributing to a green transition. Such a scheme is intended to act as a complement to existing schemes available at local, regional and/or national levels.

The present initiative follows on from previous initiatives that aimed to promote youth participation in cohesion polity, e.g. toolkit on Youth for Just Transition, Manifesto for Young People by Young People to Shape the European Cooperation Policy, at the School of Open Cohesion. They all contribute to the objectives of the European Year of Youth 2022.
